VISIT OF THE SPANISH OMBUDSMAN TO ATHENS
The Ombudsman, Yorgos Kaminis, and his counterpart Enrique Mugica
Herzog, held a meeting on Tuesday December 9, 2003 at the offices
of the Ombudsman in Athens.
During this meeting points of view and experiences gained from the
progress of the institution in both countries were exchanged. During
his discussions with the Deputy Ombudsmen and the Ombudsman, as
well as during his speech to the staff of the Institution, Mr Mugica
Herzog referred to the organization and operation of the Independent
Authority of the Ombudsman in Spain; further, he developed in particular
its competence in referring laws to the Constitutional Court with
queries on constitutionality.
The meeting closed with a common press conference of Messrs Kaminis
and Mugica Herzog during which they emphasised the contribution
of both institutions towards the increase of knowledge relating
to the provision of services to the citizen, the modernisation of
public administration and, generally, the upgrading of the quality
of democracy.
On the same day, a speech was given by Messrs Kaminis and Mugica
Herzog on the subject of: "The establishment of constitutional
democracy and the role of the Ombudsman in Greece and Spain";
representatives of the State Council, university professors and
members of the Spanish community in Greece were present at the lecture.
During the visit of the Spanish Ombudsman in Greece, he also met
with the Minister for Foreign Affairs Mr. Kostas Skandalides and
the Vice President of Parliament, Mr. Konstantine Vrettos.

VISIT OF THE SOUTH KOREAN OMBUDSMAN TO ATHENS
The Greek Ombudsman, Mr.Yorgos Kaminis, and Mr.Ju-Sub Kim, Ombudsman
for South Korea, heading a 3-member delegation, held a study visit
at the offices of the Greek Ombudsman Institution in Athens.
During this meeting, views and experiences deriving from the operation
of the institutions in both countries were exchanged. The South
Korean delegation was informed by the Deputy Ombudsman, Andreas
Takis, head of the Human Rights Department on the responsibilities
and modus operandi of the Ombudsman institution in Greece. Members
of the investigating team presented the projects handled by each
department of the institution.
Mr.Ju-Sub Kim then presented the structure and objectives of the
institution in his country and invited Mr.Kaminis to attend a Conference
of the Asian Ombudsmen to be held in Seoul, South Korea in April
2004.
| May 2003 - EUNOMIA
project
Between 22-23 May, the Greek Ombudsman organised a 2-day International
Workshop on the 'Ombudsman's role in South-Eastern Europe - strengthening
the rule of law as a step towards European integration'.
During the course of the Workshop senior officials from the Ombudsman
institutions of Albania, the entities of Bosnia - Herzegovina, Croatia,
FYRoM and Kosovo as well as representatives from the Ombudsman law
drafting committees of Montenegro and Bulgaria, presented the historical
framework of the establishment and functioning of the Ombudsman
in their respective countries. In addition they exchanged views
with experts from the Greek Ombudsman, the Council of Europe and
the OSCE on the following thematic sessions: a) Competence of the
Ombudsman and relation with the Judiciary, b) Human rights and rule
of law in the National Ombudsman discourse, c) The Ombudsman stakes
for strengthening rule of law and human rights protection in the
European integration process.
